This includesbut is not limited to:Interview recordsAppointment calendarsCheck-in cardsAppointment cardsRecord listsTelephone listsCorrespondence“Privileged Communication” is informationwhich results from a special relationship betweenindividuals and chaplains such as that of con-fessor and penitent or pastoral counselorand counselee. This type of communication isexempted by law from mandatory disclosure andapplies to both the chaplain and the RP.The following precautions must be adheredto when you are dealing with personal back-ground information:All personal information must be treatedas “For Official Use Only” in accordance withSECNAVINST 5570.2 series.All such personal information must bestored in locked metal filing cabinets or keptunder lock and key.Unauthorized personnel should not bepermitted access to manual files or recordswhich contain personal data. Only persons who“need-to-know” shall have access to informa-tion relating to personal data.Procedures for disclosing personalinformation to third parties must comply withreferenced instructions and be approved by thecommand chaplain.Procedures for retention and dis-posal of records containing personal data mustcomply with applicable instructions and must beapproved by the command chaplain.The Privacy Act of 1974, SECNAVINST5211.5B, and the Manual for Courts-Martialapply to the subjects of confidentiality andprivileged information. Refer to these publica-tions for more detailed information.SCREENING ENLISTEDSERVICE RECORDSThe RP will occasionally be required toreview enlisted service records for informationspecified by the chaplain. The RP should beaware that the enlisted service record is theofficial history of a person’s naval career. Theenlisted service record is the property of theNavy and NOT the individual. It must be safe-guarded against loss and against access byunauthorized persons. Service record entries aremade only by those given such authority by thecommanding officer.The Enlisted Service Record, NAVPERS1070/600, consists of a flat-type folder withpages 1 through 15 filed on the right-hand side innumerical sequence with the lowest numberedpage on the bottom. (See figure 5-2.) Foradministrative convenience, frequently usedpages may be placed on top provided they areproperly arranged prior to transferor closing therecord. Due to the volume of entries, certainpages of the service record may require addi-tional or continuation pages. These pages areprovided with a box alongside the page numberfor numbering the pages in consecutive order.Other official or unofficial papers concern-ing the member, which are required for themember’s record or for safekeeping, are filedon the left-hand side of the folder. Recordsof personnel who have reenlisted subsequentto 1 January 1970 have a separator. CareerPerformance Data, NAVPERS 1070/617, in-serted in the left-hand side. A reproduced andcertified copy of the Enlisted PerformanceRecord, Page 9, from the prior enlistment;copies of DD Forms 214; all performanceevaluations; commendations; and awards cor-respondence from both the prior and currentenlistment are filed beneath the separator.
